The form
of government used in the City of Weston, pursuant to its Charter, is a Commission-Manager
form of government. Under this form of government the City Commission is the legislative
branch of the government and the City Manager is the executive branch of the government. The
City Commission enacts Ordinances, the laws of the City, adopts Resolutions authorizing
actions on behalf of the City, reviews plans for development, and establishes
the policies by which the City is governed. The City Manager is the Chief
Executive Officer of the City, for overseeing the day-to- day operations, administering
the City's service providers, preparing long range plans, and implementing the
policies established by the City Commission. The City Commission hires the
City Attorney, and hires the City Manager who then hires all subordinate employees. The
City Commission is comprised of five members, being the Mayor and four Commissioners. The
Mayor is the ceremonial leader of the City, the presiding officer at Commission
meetings and is a voting member of the Commission, with his/her vote having no
more or less weight than that of any other member of the Commission. While the
leading political figure of the City, the Mayor does not bear the responsibility
nor has the authority of directing the day-to-day municipal activities. The Mayor,
upon authorization of the City Commission, executes all documents on behalf of
the City, and represents the City to other public and private entities. The position
of Mayor is considered to be "part-time", and not an employee of the
City. The Mayor is elected at large to a four-year term, and may reside in any
area of the City. City Commissioners each have the same authority and ability
to bring matters to, and to discuss and vote on matters before the Commission.
The position of Commissioner is considered to be "part-time", and not
an employee of the City. Each Commissioner is elected at large to a four-year
term representing all residents of the City, however, pursuant to the Charter,
each must reside in a specific geographic seat area. Elections are held
every two (2) years, on the second Tuesday in March of odd-numbered years. Elections
for the Mayor and City Commissioners are held on a "staggered" basis,
whereby all positions do not become vacant at the same time. The Mayor, Commissioner
- Seat One and Commissioner - Seat Two have concurrent terms, Commissioner - Seat
Three and Commissioner - Seat Four have the other concurrent terms. The
Mayor and Commissioners are elected at large, meaning that all voters can vote
for the Mayor and each Commissioner, and the Mayor and Commissioners are elected
by a plurality, meaning that the candidate receiving the highest number of votes
is elected, there are no run-off elections. Compensation for the position
of Mayor is $13,000 annually, and for the position of Commissioner is $7,800 annually,
and is set by the electorate of the city. Address:

The City of Weston, as established within its
Charter, has a Commission-Manager from of government. The City Manager is selected
and appointed by the City Commission and serves as the City's Chief Executive
Officer. The City Manager is responsible for the day-to-day administration of
the affairs of the City and the implementation of the policies established by
the City Commission. The duties of the City Manager are outlined in Charter Section
3.03, and include: * The hiring, supervision and
removal of all City employees; * Direct and supervise the administration
of all departments and offices; * Attend City Commission meetings and
have the right to take part in discussion but not the right to vote;
* Ensure that all laws, provisions of the Charter and acts of the Commission are
faithfully executed; * Prepare and submit to the Commission a proposed
annual budget and capital program; * Submit to the Commission and make
available to the public an annual report of the finances and administrative activities
of the City; * Execute documents on behalf of the City as authorized
by the City Commission. The City of Weston has chosen to provide
services to its residents and businesses through public and private sector contracts
rather than through the traditional method of having numerous employees. This
"contract" method of providing services enables the City to acquire
and delete the amount of service it needs at a specific time, to do so in a competitive

The City Clerk, as provided for in City Charter
Section 3.06, is appointed by and reports to the City Manager. The City Clerk
is the official keeper of the records of the City of Weston. Some of the
duties of the City Clerk include the following: * Giving
legal notice of Commission meetings to the members and the public. *
Preparing the Commission agenda and its back-up materials. * Calling
the roll and recording the minutes at Commission meetings. * Records
retention and archiving. * Disseminating information in response to
public records requests. * Conducting elections for municipal offices
and referendums. * Receipt and filing of campaign and economic interest
disclosures. The City Clerk's office uses state of the art
technology in the preparation of City Commission agendas. All agendas are prepared
on CD-Rom, eliminating valuable staff copying time, cumbersome agenda books, and
saving considerable amounts of paper. This method assures that all parties receiving

THE CITY OF WESTON - LOWEST CRIME RATE IN
BROWARD COUNTY AS PRESENTED IN STATISTICS FROM THE DEPARTMENT OF LAW ENFORCEMENT,
FOR THE YEARS ENDING DECEMBER 2001 AND DECEMBER 2002. THE CITY OF WESTON FOR 2002
ALSO ACHIEVED THE HIGHEST CLEARANCE RATE OF CRIMES WITHIN BROWARD COUNTY. The
City of Weston contracts with the Sheriff of Broward County for law enforcement
services. Weston is a part of the Sheriff's District VIII, which is headquartered
in the City. The City is divided into six patrol zones, with twenty-four
hour service being provided by the following complement: *

addition to the routine patrol complement, the City has partnered with the Sheriff
to create the Community Strategies Team (CST). This unique concept is an analytically
driven program that directs its crime prevention and criminal apprehension activities
based upon the statistics generated within the City. The hours of the CST are
purposely flexible to be able to provide either a constant or forceful response
to those activities that threaten Weston's valued quality of life. The CST is

Under agreement with the School Board of Broward County, the Sheriff's Office
provides School Resource Deputies to the public schools located within the City,
who coordinate their activities with the City's District Chief. The Sheriff's
Office offers many programs to the City's residents, including Citizens on Patrol
(COPS), Seniors and Law Enforcement Together (S.A.L.T.), crime prevention programs
and activities, vehicle identification etching, and bicycle registration. Being
a part of the Sheriff's organization, the City is able to have the use of, at
no additional expense, all of the specialized services offered by the Sheriff,
to include aviation, canine, underwater rescue, bomb and arson, SWAT, mounted
patrol. The Weston district headquarters is staffed and open twenty-fours

The City of Weston contracts with
Broward County for fire and emergency medical services. The Broward County
Fire Rescue Division provides its services to the City's residents from three
strategically located, City-owned stations. A Broward County Assistant Chief is
permanently assigned to the City of Weston and acts as the City's Fire Chief.

Each
ALS (Advanced Life Support) Engine and Ladder Company consists of one officer
and two firefighters, one of which is a paramedic, enabling a medical response
in the event an EMS rescue company is not readily available. Each EMS Rescue Company
consists of one officer/paramedic and one firefighter/paramedic. Weston
is proud to have one of the few fire rescue departments in the nation to have
thermal imaging devices on the engine or ladder in each of its stations. Thermal
imaging devices enable firefighters to identify hot spots concealed in walls and
ceilings, or behind doors, and to identify the heat of a body in a smoke filled
space, making fire suppression and the saving of human with greater precision,
speed and success. Being a part of the Broward County Fire Rescue Division
enables the City to have use, of at no additional expense, the resources of the
Divisions nine other stations, Fire Marshall service for building plan review,
fire prevention, and fire investigation, hazardous materials unit, technical and
confined space rescue unit, mass casualty unit, and airborne trauma evacuation. The

The City contracts with the Weston Sports Alliance, Inc., Weston's own all volunteer
organization, to manage it's organized league athletics. The Alliance members

Area Little League (WALL), Western Area Roller Hockey, Weston Warriors Football,
Weston Warrior Lacrosse, and the West Broward Family YMCA. A private contractor

registrations, and is a comprehensive reference to all of the sports and activities
being offered throughout our City. The Weston Tennis Center is a state-of-the-art
city-owned facility with sixteen lighted courts and managed for the City by the
Bonaventure Tennis Academy, Inc. The Weston Community Center serves as the
headquarters for Parks and Recreation, where various programs are offered and
rental space is available for meetings and social events. The following

Peace Mound Park, 1300 Three Village Road 8.16 acre

setting. This park is the site of a Tequesta Indian burial mound and archeological
exhibit and features have been included in its design. Regional
Park, 20200 Saddle Club Road 102 acre regional park, facilities
include 8 baseball/softball fields, 8 soccer/football fields, 4 full size roller
hockey rinks, 3 junior size roller hockey rinks,1 skate park, 8 basketball courts,
2 playground areas, 2 sand volleyball courts, and 5 concession stands with restrooms,
3 picnic shelters with tables and grills, an exercise trail is weaved throughout
the park, running over 8,000 linear feet. On the west side of the park is an 1,800
acre conservation area, teeming with wildlife. Skate
park: For in-line skaters and skateboarders. Modular steel construction

events and concerts. Vista Park (Undeveloped Site) (Adjacent to new High
